It has to be Bush. However I’m not 100% sure who it was about. These days he could have been talking about anyone. Al Sharpton perhaps. (Now I’m going to Google the quote.)

It has to be about Bush. It must be from another nation’s leader, but dunno who that might be.

The word Pariah leads me to believe that the answer to the first question has to be a native English speaker. But since the answer to the second question is Bush, it can’t have been an American. The British and the Aussie leaders would not likely be so bold. Bin Laden would not have been so complimentary of the American people. It’s either Sarkozy or Ahmadinejad.
